- <p> RESIGNING. C. Everett Koop, 72, outspoken U.S. Surgeon
- General since 1981; in Washington. Bearded and bedecked in the
- official gold-trimmed uniform of the U.S. Public Health Service,
- he cut an imposing and controversial figure with crusades
- against cigarette smoking and for the use of condoms as a weapon
- to fight the spread of AIDS. Koop, who has drawn heavy criticism
- from fellow conservatives, notified the President last week of
- his intention to leave in July. He plans to write books and work
- in TV on health issues.
