  15. General since 1981; in Washington. Bearded and bedecked in the
  16. official gold-trimmed uniform of the U.S. Public Health Service,
  17. he cut an imposing and controversial figure with crusades
  18. against cigarette smoking and for the use of condoms as a weapon
  19. to fight the spread of AIDS. Koop, who has drawn heavy criticism
  20. from fellow conservatives, notified the President last week of
  21. his intention to leave in July. He plans to write books and work
  22. in TV on health issues.
